You have to be exalted with the faction in order to open up the vendor so it is very likely still the case for the old mounts. I was already exalted with all Alliance factions prior to the patch so I'm not entirely sure.
As for the second question, you could continue to do the dailies for other factions, since you get spillover rep for all other cities, or you could turn in a couple stacks of runecloth.

You only need to be a champion of the faction. Exalted only makes the mounts cheaper.
