Global CoolDown (GCD) is the time you have to wait after (most) instant spells before you can cast another. It is normally 1.5 seconds (except for rogues and cat-form druids), so having 5/5 in that talent would mean you have to wait 1.2 seconds in between instant casts, instead of 1.5 seconds. See

As for your first question, I'd assume it is for both, but I never played Balance, so I could be wrong.

Hey everybody just wondering a few things

improved starfire the 10% dmg is it for the DoT or for the initial spell?
1st question its moonfire not starfire and i belive its the total damage not sure about it tough, so if we imagene it being 50/50 damage from and from the dirrect spell it would be a 5%boost for the direct damage and a 5%boost for the dot as above i am not sure though
