At level 34 just use Auto Shot and Arcane Shot whenever it's not on cd. If you're running dungeons start off with a Serpent Sting.

IMO, start out with Concussion shot. Gives pet time to gather agro while you plik-plik away.
My rotation (single target)
Concussion Shot, SS, Arcane Shot, Steady, Steadt, Steady (till Arcane repops or SS needs to be refreshed)

Did u read what he said? he said he was lvl 34, they don't have steady shot, and assuming he has a tanking pet, it should be able to pick up aggro easily without concussion shot (unless the mob is charging him, or any other form of running with high speed), unless u just start off with using multi shot and immedialetely arcane shot while having all ur cd's popped that give bonus dmg.
On-topic:
When i was ur level all i used was a bear slapping the mob while i was just shooting multi-shot (halfway into the battle, else u most likely overaggro) ,arcane shot, auto-shot (duh :p) and if it was an elite, serpent sting aswell, mana intensive, but i had to use aspect of the viper about once every 5/6 mobs, then the sixth or seventh mob i just used auto shot in combination with aspect of the viper, mobs goes down still pretty quick, and ur manabar should be back to 100%
unless if the mob had very low health, just pop Rapid Fire, and pull another mob.
Good luck on it, btw, have fun leveling ur hunter ^^, i must say, i'm enjoying it so far (69 atm)

I appoligize Xor, I had forgotten my "What you get and when" booklet before I answered the question. I mean, it's not like I told him to Volley it down while while his Rhino Thunderstomped, amiright?
SO yeah, sub multi shot in there to supply additional damage while waiting for Arcane to repop then.
