It's basing its numbers on whatever list site you choose. By default it is using Wowhead's weights. You can choose MaxDPS or Lootrank's weights too.

Rankings include gems but not meta activation. These default rankings do not use character stats, raid buffs, nor set bonuses -- please visit the ranking sites for more depth.
