Spellpower and socket are nice, but crit and mp5 say much about this item - resto legs.
If you looking for good ele stuff haste > crit untill soft haste cap (523 if i remember correct). Reducing your LB cast time to GCD is major dps increase. Crit doesnt affect LvB (its 100% crit anyway), nor periodical damage of FlameS (it cant crit).
Still if you are so big fan of crit you can have

crafted much cheaper than 1.5k.
