Spellpower means you do more damage with the mana u have of course.
I say, get to higher levels like 60+ and when u get outland items you will see the real scaling of your dmg when you get spellpower.

As you're leveling through 50-60 you're going to want lots of intellect because more mana = less down time drinking = more time spent leveling! :-) Also means your evocation will be far more useful to you because it returns a percentage of mana.
Now after 58-60, start ADDING spell power, but not at the expense of too much intellect. Downtime is still a significant determining factor for your gear at this point. You probably won't expect huge numbers for spell power until you crack 80 or unless you do a lot of dungeons and get lots of gear from there, but even still, most of it isn't super fantastic.

ive always been a gear *!@#$ lol from lvl 1 on i was stacking sp (and crit when it started appearing) at the expense of all else.
but really you dont have to make a choice post-58, cuz i noutlands i noticed a profound change: i went from choosing between int and sp, to choosing which was the greater. cuz every int heavy piece has a decent ammount of sp (or some other caster stat), and every piece of sp (or crit) heavy gear had a decent ammount of int on it
really though i suggest (this coming from a guy who levelled from 1 to 70 gearing for instances) deck out in int and stam at the expense of almost all else. cuz anything that makes leveling easier is a god send "/

Can't speak for PvE, but in PvP Spell Power is everything.
The guys who play frost favor haste, but I rarely get off arcane blasts. I've been devoting more and more to spell power.
