I'm not sure it needs to be run as administrator, but it will need to be able to read the contents of the directory in which World of Warcraft is installed. Otherwise, it will not have access to the data to allow an upload. Perhaps adjusting the permissions to the folder so that your normal login can read the files would be sufficient.
If this works, we can look into a pre-upload permissions check and a warning message so you have something more to go off of than an infinite loop.

When I downloaded client awhile back, everytime I uploaded data, it work fine. Then about 3 or so months back it would always hang up when uploading data, and I would be forced to close it. I just recently downloaded a add on that required me to update my java, and which is really weird, I thought I would try the wowhead client again to see if it would upload the data, to my surprise it just uploaded all my data, I'm not sure if the java has anything to do with the client or not, but I'm glad I can once again contribute data :)

When I installed the Wowhead client, it created an Uninstall menu item that points to Program Files/Wowhead Client/Uninstall.exe

Yeah, mine has been around for a while. If all you did was copy the .exe over, all you should have to do to uninstall is delete it. If Windows is caching the permissions, you may have to revert them manually.

We actually removed the installer because it wasn't smart enough. The installer entered the program in the registry and added the client files to a certain location. The UNinstaller deleted the registry entry, as well as the entire directory the client had been installed into. Note that I say it didn't delete the client files—it deleted the
entire directory the client had been installed into
. After a user reported that the client's un-installer had deleted their entire WoW directory, we pulled that down fast, especially since it's not like it needed a registry entry to run anyway.
