There is no quest for CWF, its 1000g. And definitely don't get dual spec of the ability to fly in Northrend. Thats just ridiculous. Flying will help you level 100x faster than a second spec.

Cold Weather Flying.
If you are going to use duel spec for a raiding spec, it will not help you while leveling. Gold at 80 is easy to make and you should have the 1k necessary for duel spec soon after getting your achievement.

Who cares about leveling. He's a lock, dual spec won't do much for you. It's either should I got dps spec or dps spec, doesn't matter. Flying in northren will get you faster experience from quests as well as more gold.

Dual spec is barely important at all to pure classes anyway. You'd only use it for PvP <> PvE specs. Since you can grind well as either, it doesn't matter a lick which one you use to quest.
