It doesn't update the hit rating in your character info, but it is there. And you should really put 2 points into FA so that you can have the full 8% hit cap, unless u plan of getting another 32 hit rating elsewhere.
he is correct it wont change your char info but it will work.
i wouldnt waste another talent point there, if u are at 7% then you will be fine, in most raids there will be a dranei in ur group and he will give u 1% chance to hit as well. so u should be fine with 1 point in FA.
