Notice that: 212.2 * 3.2 = 679.4, while 203.7 * 3.4 = 692.58 so the actual difference in weapon damage is 13.18 in favour of the Naxx one. It seems the dps kinda makes up for the speed, also i think the stats make up for a 13.18 weapon damage loss. Its not very great difference in dps all in all, about 15, maybe 20 in favour of Ulduar one.
The actual difference is a weapon class. Poleaxe specialisation versus Mace spec. Hard choice. I would take poleaxe, because i see my potential Arms warrior as a crit wh*re and your crit, which i am assuming is 36.23 regardless of what armory states now is a bit low. The poleaxe spec and the rating on it should boost it a bit.

Yes, you are wrong.
I am not measuring its dps, i am measuring non-normalised weapon damage used for eg. Slam, the weapon damage is actual reason why he prefers slower weapon.
Instant attacks (eg. Mortal Strike, Rend, Overpower) are using normalised weapon damage and therefore arent affected by lowering weapon speed. To get normalised 2h wep damage you need to multiply its dps by 3.3.
