Bringing frost gear isn't a bad idea if you get to Hodir. It will improve your survival... and dead DPS does no DPS.
Even for 25man, depending on gear it's not needed. Just like some guilds the first couple of times in Naxx brought some frost gear... but probably don't use it anymore. Personaly, I'd bring it because most of the dmg in that room is frost, and it's a lot of AoE frost... so it won't hurt really.

Only the main tank should wear FR gear so he won't get owned by frozen blows. Hodir is a healer dependent fight, so a raid not getting by him is the raid healers being bad. This is once the raid is past avoiding icicles and not getting frozen.
