Ok, well the talent spec is cookie cutter Mutilate, so that's not a problem.
The gear is pretty much just pre-heroics though. The first thing to do would be to get rid of the eviscerator's gear.
Your belt and shoulders are probably going to last you for a while, so it wouldn't hurt to enchant them. (Inscription of the Axe for the shoulders from Hodir Rep, and Eternal Belt Buckle you can buy on the AH to add a gem slot in the belt.)
Run heroics as much as you can. A good one for you to run would be Gundrak (if you can get in a good group) because the last boss drops both a good ring and great pants (even though your pants are decent, they can be replaced by the Gored Hide Leggings that drop). Look on WoWHead to see what good armor drops from the other Heroic dungeons to know what you should run.
Your daggers will last you a little while too, so you might as well enchant them with Greater Potency.
If you want to, at the same time, Farm rep with the Sons of Hodir (for the shoulder enchants), Knights of the Ebon Sword (For a good chest and Head enchant), Argent Crusade (For good boots), and if you want the Wyrmrest Accord (for good bracers). Wear their Tabards while you run heroics to gain rep (this doesn't work with Hodir, however).
Also, look at the description of the build you're using in the stickies to get a better understanding of the proper rotations to use. It might help.

It must be your rotation.
Despite having all that PvP gear (resilience is worthless for PvE rogues) you're still slightly better geared than my rogue. I'm in quest blues and my only epic is the trollwoven girdle (sadly I still have a lvl 70 mainhand), yet I still manage to pull ~1600dps overall (~2000dps on single target bosses).
Boottspurr's advice is spot on...upgrade where possible and research your spec's rotation.
