How do I quest as Resto?

I'm leveling a Resto Druid, and i've just hit Northrend. Between instances (which are the least painful way to level), I quest for gear but even doing that is a pain in the ass. Now, I do realise that people would say "Dual Spec Boomkin" but i'm not sure if i'll be focusing funds elsewhere so that'll have to wait. And i'm staying Resto too, since I enjoy healing.
I usually sneak by mobs (killing is too slow) when I can, and when I'm confronted I use the caster combo of Roots > distance > moonfire > starfire/wrath spam, repeat.
Or should I get a cat set and quest in cat form? And if I do use casterform, what are the benefits of Wrath vs Starfire? I suppose I could always find someone to quest with instead of soloing.

Yeah, I got that. But I need to make questing less painful when I do it between groups. Would help to know how other Restos do it most efficiently.

i leveled as a tank and healer - about 50/50, the only place i quested in was scholozar basin (was a leatherworker and i did so as feral)
my druid at the time was my alt so i did all my leveling on rest
i did nonstop instance runs and was in all of the best non-heroic tanking and healing items for my class (besides the TBC endgame raids)

Well, i've decided that i'll further put off my main's epic flight training to level my Druid. Hmm. So i'll be getting Dual Spec, and using it to create a questing/grinding Boomkin spec - but NOT an instance DPS spec. I fully intend to heal instances.
Now i'm looking for a spec to do that but I can't find anything good. Do I spec Owlkin Frenzy for AoE grinds? Am I really going to want intensity enough to pull points from Balance or is Dreamstate + mana back on some crits enough?
I was thinking of grinding to 80 with this spec, which i'll change to raid DPS at 80.

Regarding the spec, I imagine that IFF would be useful since I won't have much hit, which i'll need... unless I get a simple hit set to cap me vs same level mobs. I suppose I could skip it then. Nature's reach is probably expendable for solo grinding but i'll have to check it out. I don't think i'll need Typhoon if questing is as easy as on my DK.
