The differences between the War Mace and the Bonechopper aren't as extreme as you make it seem. At first glance, it does seem like a dps weapon due to the hit rating, however, ignoring the hit rating and looking at the other stats, I'd rate it higher than the War Mace for a starter weapon. You lose 6 int, but gain 45 stamina and 22 crit.
I'd say the choice should be between the Bonechopper with a +50 SP enchant, and the Titansteel Guardian with a +30 int enchant.
While i wouldn't take any possible enchants into consideration when deciding a weapon (as both weapons could have the same chant), i'd have to agree with what you said on the bonechopper. Comparing the bonechopper against either weapon, the bonechopper comes out way in front, and while hit rating may be a typical dps stat, it is still very useful to a holy pally in landing their judgement. Remember, if you miss a judgement you lose a GCD, 2 debuffs on the boss (one acting as party buff) and your 15% haste buff from JotW.

Personally, I replaced my Titansteel with the Nexus mace as soon as it dropped, and would replace my nexus mace with the bonechopper without hesitation if it drops for me.
