Spec + glyphs I use for Balance raiding. The Glyph of Monsoon can be exchanged with Glyph of Starfall or Innvervate (if you have mana issues).
Your gemming choices are a tad unusual. Hit (if not hit capped) >SP > Crit > Haste > Int for Balance (SP > Haste > Crit > Int for resto). Crit and haste as a boomkin is PP, but to me crit is better than haste as a boomkin.
You want to be at 10% chance to hit (with Misery or Imp FF which you have), so if you normally raid as Balance, you want to get a little less than twice as much hit as you currently have.
EDIT: I also forgot about Squawk and Awe. It's an addon that tracks your Eclipse proc, debuff lengths, FF, the Eclipse HCD, etc.

Major glyphs for raiding are IS, MF, and Starfire or Starfall. Focus and Moonsoon do not compare.
Crit will be better than haste for you as long as you have mana problems. Be aware however that the levels of crit/hit you have on gear will impact the rotation you should use (in ideal circumstances, lag changes things a bit): under 400 haste use solar Eclipse, over 400 haste use lunar eclipse.
A tweak to Rengarde's spec : don't take iIS before CF, it's a lower dps increase : iIS only applies to 2 of our spells and requires a condition for the damage increase which won't be met at 100% (there are times where you don't want to refresh your dots, namely Eclipse).
If you need more mana regen, take the points out of CF or the AoE talents first.
As for the original question, to improve your gear you simply have to raid and hope for good drops. Your spellpower is still quite low at the moment.

As for all people proposing specs, keep in mind that there is a reason why the FAQ proposed spec does have a number of "free" talent points to spend in various places (whith some advice as to where to spend them) : there is no "absolute win in every situation" template now, you really have to tailor it to your needs, and for this you need to know what is core and what is option. This mainly concerns mana regen and AoE talents as well as a few amongst the single target dps talents (the optional ones).
