Improved Shadowform talent count when fade is not up?

I fully understand the first part of the talent about Fade reducing movement impairing effects, but the second part about spell push back; does that apply to when Fade is not buffed?
leveling a shadow priest and wondering if its good enough to spec into.

ah thanks.
and if you think about it, you'd be gaining mana and damage done by increasing the chance my channel and casting spells don't get pushed back (by not casting as many mind flays).

Personally I'd spec into things that increase your damage, range, and mana efficiency before imp. shadowform because if you're nuking things down (or even most of the way down for that matter) before they even get to you,
a little pushback prevention won't matter much
edit: the pushback prevention from imp. shadowform works so long as you are your purple self (in shadowform.) fading has nothing to do w/ that part of the talent
ANY
spell pushback on Mind Flay will cause the third tick, a full 2k DPS worth of damage, to be pushed off the table. It is VITAL to have 2/2 Imp S'form and a Paladin with Concentration Aura on fights where AoE damage occurs, to prevent such losses in DPS.
