Just wondering if it's possible to catch this while in the phased part of "The Battle For The Undercity" (or does the phased portion of the quest only including the Undercity and surrounding areas?). Me being a horde and all, would be easier to do.

no you can't, the only phased areas are undercity and Orgrimmar (for Alliance), Blizzard actually mentioned they were changing it so the Allies can't fish there while phased.
