And if you are looking at recount, short fights don't really count... it's pretty messy with short ones.

I'm a BM spec with a devilsaur pet, who's DPS is 180.
I'll clarify what other people have already said.
The character shows the DPS done by your autoshot. This is often called your white damage. If you right-click to attack something without using any specials or your pet, that is roughly how much damage you'll do.
Raid DPS is something else entirely, and you need an add-on to track it. As mentioned earlier, you don't need to worry about it until you hit 80.
When people talk about their DPS in the context of a raid, it will include autoshot (from the character sheet), as well as special attiacks (like Steady Shot and Arcane Shot) and the damage done by your pet.
If you want, you can download Recount to get an idea of your DPS. (Don't forget to set it to merge pet data with owner!) It will usually be higher when you have more people in your group due to buffs.
For instance, you can see someone pull 2400 DPS in heroics (5-man), 3000 DPS in 10-mans, and 3800 DPS in 25-mans. Since 25-mans are where serious raiding takes place, most people who provide one number are giving you their DPS in a 25-man environment. Bear that in mind when comparing yourself to others.

Also don't worry about your dps while questing, farming, etc. if you want to know your dps head to org and use the level 70 training dummy with your recount addon. Short fights against random mobs will produce low dps numbers since you don't really get into your rotation on them, may be moving around to stay out of the path of mobs, but it will show a significantly lower number than you would do in a dungeon.
Are you using serpent sting, steady shot, arcane when off cd?
Have you remembered to train ALL skills up?
Hows the gear looking? Gear aquisition in outland can be patchy at best.
