It's just a bad idea. What extra utility does this provide? A stun that might work on some trash mobs? As arms your GCDs should usually be occupied, and when they're not you use Slam. Conc. Blow is now on the GCD so it's even worse.
Not getting Cruelty and AttT REALLY hurt your DPS. This isn't a viable build, you have so many useless skill points in the protection tree. Anticipation? Shield Spec? Improved Shield Reflect?
In short, don't get it, it's not viable. It's downright bad.

Well yes, the talents you mentioned are good, but consider the talents you are losing to get them. I think you would end up in a hybrid build that can't pick up the juicier talents at the bottom of any of the trees and don't really excel in anything. If the talents in prot look appealing I think you should try a proper prot pvp build.
