I loved levelling as frost. I recommend starting with this:

Everything pretty much dies before it gets to you, and for large groups, you just blizzard them all to death and they stand there and watch you kill them.

I run frost armor if the guys I'm fighting have enough health to get to me or the area is crowded, but default to mage armor if I can to eliminate downtime.
