If seems that you're going for an Unholy/frost build so I'm just gonna bring up some parts that needs changing:
Skip blade barrier, low uptime in pvp and poor damage reduction.
Skip necrosis, your low ToT (time on target) reduces the damage it provides by a handful.
Skip Unholy blight, many take it, but for strict pvp it's a lackluster (again, low ToT and your RP should be spent on better things).
Skip Blood-caked blade aswell, same reasons as for not taking Necrosis.
And finally, skip Wandering plague, the damage increase is pathetic due to Resilience and the proc chance is really low in pvp gear overall.
Here's what you should get:
Lichborne, an extra CC remover against lock/priests etc? Yes please.
Icy reach, for cathing those slippy kiters.
2 points in Either IIT or Annihilation, as a filler for Endless winter.
Endless winter, free Mind freeze and your F runes wont be as "wasted" on CoI as you may think.
On a pale Horse, 20% less stun/fear and 20% mounted speed, great against any class with any stuns/fears.
Desecration, makes keeping targets you attack in range that much easier :)
Improved unholy presence, 15% movement speed all the time, and 10% faster runes (should pvping in UP be your style).
Here's the end result, with 1 free point that can go anywhere (but GF's reccomended as most arena teams'll want to burn your undead friend :)
You can also alternatively go for Reaping aswell, but I find it somewhat unneeded (this varies depending on that players of course).http://www.wowhead.com/?talent#jZbgxz0MZfMGI0bbxhqRsout:c0bVMm
