First, get rid of the pvp trinket; yea it may be nice for the pure SP, but that's where it ends really. Get Sundial of the exiled to replace it~
Also, replace the crap gem in your chest and get rid of the 16 spirit gem in your belt. I don't know what possessed you to use that, but if it was to activate your meta (I don't have the time to look up specifics atm), you can still do much better with the Purified twilight opal (9 sp, 8 spirit), and you can put that somewhere else that may benefit from the socket bonus with a blue gem. Considering it's a prismatic slot you put it in...you want pure, unadulterated +19 SP in those.
You're almost there with the Sons of Hodir, so that's good that you'll get the best shoulder enchant there soon.
Other then that, your gear is fine, so you may want to just fine tune your rotation to never clip dots, etc. etc.

41/30 is my spec so I think I can help. A couple of things.
Get rid of your meta and replace it with Ember Skyflare Diamond
Get a buckle for your waiste and get rid of the spirit gem and put Runed Red's in both
Put a Runed on your feet or shoulders.. don't care which...
Running 350+ hit until you get better gear is fine... You never miss in heroics and a 1% or 2% in 10 mans is acceptable (although thats for you to decide)
Your rotation should be:
Lifetap before the fight starts (and every 20 seconds to keep the buff up)
CoA(for Moton core) And pet attack>Immolate>corruption>Incinertate spam.. refresh dots till spellweave
I have 2 Macros:
CoA and Pet attack for when I have a moonkin/Unholy DK in my group
CoE and Pet attack without either of those 2
The obvious... never, EVER clip your dots.. better to fire another incinerate and loose 1 second of tick uptime

I believe Hit is always greater then spellpower but sometimes living with a 1 or 2 percent chance to miss is acceptable... Your call though
In my humble opinion
Get rid of every gem that isn't a +19sp Runed and replace them with +19sp Runed then work towards some better hit gear.. but thats just me

If you noticed mega, that belt has already had a eternal belt buckle on it (notice that there's not socket bonus + girdle of bane doesn't come with a default socket if you look it up).
Hit is good until you're capped, but it's best to have a goal for hit (considering if you always have a draenei in your group along with an spriest/boomkin). I run 300 hit always since my 25 mans always have the draenei/spriest(boomkin) combo in it (plus spec'd into suppression since i'm aff), so I don't need anymore hit if misery/fairie fire is always on the target.
I.e. you don't want to shoot for being always hard capped if you always have the above mentioned combos in your raids.

agree'd with everything your saying. I run around 360 hit because I can with my gear but I hovered around 300 for the longest time.
SP after 300 was my goal always, hence the All Runed +19sp gem comment.
By the numbers you need 368 to be soft capped for raids but only 157 to be hard capped for heroics so it depends on what your running alot of...
