I would recommend to start in the fjord, simply because the lowest insta (utgarde keep) is there. Usually i don't do instances but a few quick runs there will help you to gear up and give a lot of exp boost to reach 70 asap.
After fjord, it's tundra -> dragonblight -> grizzly hills -> zul'drak -> storm peaks -> level 80. I've never done any quests in scholozar basin, if you're a fan of faction farming for roleplay stuff you might wanna go there at 76+.

I got a bit overwhelmed when I went to Tundra first, and I bumped into someone else who was finding the same, so we did some quests as groups which made it much better. However when I was by myself, I went over to the Fjord instead, much better for levelling IMO. Got me to 70 quickly, then I went back to Tundra and found the quests better there to complete at the slightly higher level.
Currently in Dragonblight, and even better there ;)
