Is this talent really worth it now? I see a lot of warriors with it.

The question is not 'Is Improved Cleave that good?' but 'What else is there that is better?' and the answer to that is almost nothing.
Imp. Cleave is a decent talent, and the lack of anything else in this part of the tree that is better except for maybe Commanding Presence means a lot of people take it.

IMHO, Imp Cleave just is not worth it.
Prot: There is no reason to go that far into fury. If you're looking for a damage build, go Deep Wounds.
Fury: Fury spends it's rage dumps on H Strikes to proc insta slams. Don't bother with cleave.
Arms: Arms doesn't use Cleave or HS because it will get rage starved waaaaay too fast. Arms is entirely dependant on white hits for rage generation and has to many GCDs to spend to worry about rage dumps. I've never been full rage with arms and have never used HS/Cleave
