Gear doesn't matter much when you're levelling. If you have lvl19 items when you're lvl37, it'll weaken you a bit---but you should still be able to do some quests or dungeons.
As a hunter, the only base stats that really matter to you while levelling are agility, intellect, and stamina. Also useful are hit, attack power, and crit.
Useless stats are strength, expertise, spell power, and spirit.
Mediocre stats that you may see on higher level gear are haste, armor penetration, and "mana per 5 seconds".
Take what quest rewards you can get, and watch for cheap items on the auction house if you notice some of your item slots have really, really old stuff in them.
Bows/guns get priority for the most part---but don't assume it's good just because it's expensive.
Note that you have bow/crossbow/gun skills on your character sheet. When you switch weapons, you may have to kill a few mobs to get your new weapon skill up to par. It will be weaker until then. This is a normal. It's worth killing a few mobs slowly until it's caught up.
By the time you're ready to raid/arena at 80, you'll probably have maxed skill in all 3 ranged weapon types.

Everything that has been said here in regards to weapons is valid, look at dps on the weapon first, then stats second. (the only stats that matter to you are agility, attack power (probably not available to you yet), intellect, and stamina.
Your gear looks pretty good though, but your spec is kind of all-over-the-place, so if you are having problems with damage, that might be the issue.
Generally, early on, you want to pick a tree and get as far into it as fast as you can. You will level much easier if you go into BM, but I see you seem to have a preference for MM. If you really like MM, you should be aware your spec isn't ideal for your level--you dont need focused aim, because hit rating shouldn't be all that important to you yet, and you don't need the points in Improved aspect of the hawk, either.
I would respec and go with one of the 2 below specs instead:
BM spec

(note, as soon as you hit level 40 train beastial wrath)
MM spec
http://www.wowarmory.com/talent-calc.xml?cid=3&tal=050000000000000000000000000050052312300020000000000000000000000000000000000000000
Please note--I am not 100% sure either of these specs is optimal, but I do feel they would be much better than the one you have
