Ulduar itemization = bad?

Looking over some gear in Ulduar for possible upgrades, I am noticing that I would actually be LOSING stats. Such as crit, maybe hit, some AP in favor of....Armor Pen.
Last I checked Armor Pen only effects Steady Auto Aimed/Multi Killshot.
Now it looks like all this armor pen will help out MM hunters but what about Survival?
Am I wrong for thinking that my slime stream bands are better then say the bracers of smothering inferno
( i would lose 0.85% crit for 19ap, .12% hit 2.4% armpen ) by going from slime stream to the infernos.
Is it like this with alot of gear?
My spreadsheet actually has the infernos as a 8.34 dps upgrade, i just dont see it. Seems Uld is another case of horrible itemization for us.

Yea but alot of the gear i see, i would lose say .50% crit for 2% armp and isnt armpen capped?
