Well I don't understand what you are asking in the beginning but to answer your last two questions, you
cannot
transfer character between accounts no matter what the situation is.
To your second question, your friend would
not
have to purchase BC if you make a belf and he doesn't.

This raises a question I've had about RAF. It was my belief (quite possibly incorrect) that the friend just had to be online in order to get the 3X bonus. Do the toons from the two accounts need to be close to each other?

You must be close to each other *and grouped together* to get any of the RAF benefits.
The RAF stuff is only useful if you level your toons by questing together in a group. You do get sick amounts of XP though. Each mob you kill grants more XP AND and quest you turn in. If you can manage to get your toons "rested" and get that bonus too you will level like crazy.

Rested bonus does NOT stack with the 300% xp from RAF.
I presume you mean that you don't get (normal XP + Rested bonus) * 3. I would imagine you would get (Normal XP * 3) plus the normal amount of rested bonus.
If true, when rested you'd get 4 * XP instead of the unrested 3 * XP.

I'm pretty confident you just get (Normal XP*3). The rested bonus is 'saved' until later, or added if u decide to level alone. You don't benefit from saving it up when leveling together.
That's fair then. If you're not burning it up (without receiving it) while with your friend, it probably works out close enough to the same anyway.
