There's no single spec for everything.
No one who is serious about raiding has a spec that includes "useless" PvP talents like Sure-footed or Scatter Shot.
This is the main reason for dual spec---if you want to do both, create a spec for each. In the end, it'll be cheaper than paying respec fees every time you switch back and forth.
I'd look at
http://www.wowhead.com/?talent#cZ0eVooZx0ci0cIhedAhsk:NAfMV0 for a raiding spec. The last point can go into IAotH (BM), GftT or Improved Stings (MM).
Of course, you should put points into Focused Aim first if you're below the 8% hit cap.
You need Scatter Shot for PvP, and Sniper Training is almost worthless. Look at arenajunkies to see the top hunters and their specs (I raid more than PvP, so their examples will be far better than my suggestions).
