I don't have it all sorted out yet, but I will likely be using dual spec for two prot builds. My survivability spec would probably look something like this:
http://ptr.wowhead.com/?talent=LVZhAZMItrg0didIzsGo
Along with Glyph of Blocking, Glyph of Last Stand, and Glyph of Shield Wall. It looks like Blizzard is trying to give us the option of having an array of short cooldown survivability talents.
For my other all-around MT spec I'd stick with a 15/3/53 or 15/5/51 DW spec with Glyph of Blocking, Glyph of Devastate, and Glyph of Revenge like I use now. I might have to take a closer look at the glyphs though to see if Glyph of Heroic Strike might be better to take than Glyph of Revenge at this point.
I don't like Glyph of Cleave. I don't spec and glyph for trash.

I'm considering making a threat prot spec with the current glyphs (blocking, heroic strike and revenge), and the other being a defensive prot spec focused on cooldown rotation and glyphs (going for shield wall glyph and possibly the last stand one too, in addition to the obvious glyph of blocking, and with an imp. disciplines build).
Glyph of cleaving is crap, unless you use it for a dedicated AoE tanking spec. I don't think I'll use one of my specs for that, it seems like such a waste.

Glyph of Enraged Regeneration
- Cant see it being worth it
Glyph of Shockwave
- Cant see it being worth it over
Glyph of Cleaving
Glyph of Vigilance
- Little questionable...Will the 5% be really noticeable... or no?
Glyph of Heroic Strike
If Ulduar bosses are hitting as hard as i hear they are, rage wont be as big as an issue?
Glyph of Revenge
Same Story as Heroic Strike Glyph
Glyph of Devastate
Glyph of Sunder Armor
Glyph of Spell Reflection
Just not worth it
Glyph of enraged regeneration is useless for tanking, as is the base ability. Such a tiny heal means nothing in a raid.
Glyph of shockwave is meh. But you could put it in a dedicated AoE tanking build, along with cleaving and blocking.
Glyph of vigilance is awesome
if
you need the extra threat. It would be best if you could do without it though.
Glyph of heroic strike and revenge will still be good in ulduar. Bosses may hit harder, but they still don't hit you constantly, and you can still get avoidance streaks. So they are still viable options, and are roughly equally good (glyph of revenge being better the more rage starved you are).
Glyph of spell reflection is for PvP. And even in PvP I think it would be a waste.

Wow, I was going to pickup the glyph of shockwave but now with the math for the other two I might change my mind. I currently have blocking, cleave, and devastate. I actually find it easier to quickly stacks sunders in a raid situation so went with that.
Right now I'm leaning towards blocking, shield wall, and last stand. Having shield wall up 1/4th of the time you are tanking for 40% less damage overall is amazing! Last stand is pretty nice also, 30% more health for 1/3rd of the time all the time is fantastic as well. Between that and other cooldowns, I believe we will have plenty of tanking options.

On the contrary...glyph of enraged regeneration is potent if used right. An additional 10% especially at the end of a boss fight..especially where one becomes enraged... can make the difference. How I use enraged regeneration now, is to pop a macro that cast command shout and last stand and then enraged regeneration. The first 2 pop my healh..currently at 29500 unbuffed to 39000+..with raid buffs close to 45000. Thats when I pop enraged regeneration. With the new glyph, a 40% regeneration would equal almost 18000 hp boost over 6 secs. A major respite for healers and when Last stand wears off I'm usually at full health for those final precious moments in a fight. Popping all damage reduction abilities and trinkets right afterwards means the difference between success or wipe.
P.S. I'm not sure if it actually works this way..since there is so much going on during a fight to be watching and healers topping off..but I think that when last stand wears off,,you only lose the health buff and not an equal damage/health percentage drop. In other words..if your health status is 34000/40000 (85% heath) when last stand is up and regeneration is working..when last stand wears off you revert to your original health and not the 85% percent spread. So if your heath is 31000 prior to last stand..you drop from 34000 to 31000 (full health) and not 26350(85%) health.
I may need to do a controlled test in a duel to figure this out..unless someone has tested this already and can post.

Even an 18k extra heal is dwarfed by the massive incoming HPS from a 25-man raid. Not to mention it's likely to just be ~100% overheal. I still believe enraged regeneration is crap for raiding.

I'm not going to jump right into 25 Ulduar instead my guild is breaking into two different ten man groups for a week or two. I brought up the fact that i would love to duel-spec for a threat AND mitigation spec with differences in glyphs. But i didn't want to be horribly selfish and never let my OT tank, so i'm headed prot/fury. though i may change this up once the patch hits and i see what happens =)
Speccing dual Prot is the opposite of selfish.

In regards to glyph of cleaving..just seems to me as waste of a glyph for a warrior since we have thunderclap and shockwave to use as an AOE mob aggro attack. If your marking and party is targeting correctly having a second mutli-target attack shouldn't be necessary. You always have challenging shout should things get out of hand.
Again my comments are based on a level 80 warrior. So different glyphs arrangement may apply for lower levels.
Now if only enraged geneartion was an instant heal, XD
Then we would need healers anymore and the game would be so much better. :)
I'm trying out the last stand glyph right now to see if it is useful.

Wait till 2 of your healers(especially the one in your party) are targeted by Grobbulus for injection and then tell me that 18000 is crap. :)

I constantly use cleave on large trash aoe pulls. After tclap and shockwave are on CD what do you hit?
First..I do have the minor glyph that extends my thunderclap.
My sequence on Trash mob is..
Charge..wait for them to close in. Thunderclap..move backwards to form frontal cone attack..Shockwave. Attack/devastate(5)/shield slam for glyph of blocking/heroic strike on main target. I spam Thunderclap and Shockwave when up. This is all I ever have to do. If the party is attacking properly I never lose the mob and if one gets away i just taunt him back.
