No, sorry.
In items that does have over 35 item level, but not equip lvl cannot be tbc-enchanted. I know it sounds wierd but its 100% sure.
There is quest items with higher than 35 item lvl for 29 twinks, but the point why they can be tbc-enchanted is that they doesn't have equip lvl.
You can try lvl 34 rare item with some tbc-enchant, but it doesnt work :/

The new required level for this is 32 so level 29 twink discussion regarding this item it moot.

Honestly if you're going to go with a two-hand for a 29 warrior (lewls ret pallies), you'd go for corpsemaker simply because it has ~30 top end more than this. Either as 15/5 or full fury for enrage, you're better off with more top end, not speed. Seeing as how the WSG sword has 75 top end at 2.7 speed(Stormstrike with 72 top end at 2.1 speed) and getting an off hand that's fast (Crescent of Forlorn Spirits for alliance with +20 strength is what i'd recommend) or the WSG dagger gives much better DPS as a dual wield combination.
How I see dual wielding for warriors at 29 is this: Your heroic strike crits for 400+. Then they dodge your off hand. Now you get to overpower. Seeing as with a twohander, your HS gets dodged so you lose 600 dmg there but gain it back with OP. You do the 600 dmg with the 2h while you do 800 with dual wielding.
Take that into consideration and you'll never wanna go 2h at 29 again.
Another thing about this weapon if you absolutely have to have a 2h is that it still wouldnt be better than a corpsemaker with crusader even if you put savagery on this axe. Savagery may be a constant 70 AP but with crusader you get 200 ap and a 100 heal on proc. When i used corpsemaker at 29, it procced nearly every fight. again with the low top end on this axe, 70 AP is 5 top end extra. compared to corpsemaker having ~14 top end when crusader procs which is a very common thing. so you gain around 40 top end with corpsemaker for just a one second increase in swing time.
I'm pretty sure you wouldnt be able to place a TBC enchant on this axe anyhow. The only items you can put the TBC enchants on are quest items. If something has a level requirement on it, it's not TBC enchantable if it's not above 35. Unless there is a bug then this won't be TBC enchantable.

I was considering going DW full fury with 2x lifestealing with my 29 horde twink for the exact reasons you mentioned, and to add some survivability.
Which weaps would you consider best (aside from the wsg obtained ones)? Headsplitter Axe and Torturing Poker? Mindstorm is too fast for MH imho.

Lifestealing may proc off of hamstring but it's only 30 health each time. I'd never get LS as a warrior unless i was 19 and didnt have execute so I could just spam hamstring to take down health fast.
At 29 you're far more likely to run into healing twinks or people that might heal. Holy pallies and resto shamans twinks are common to run into at 29; nearly inexistant at 19 because paladins don't have FoL yet and no ghostwolf for shamans. So don't worry all that much about your survivability. You'll get plenty of heals if you end up needing them.
I'd go with Stormstrike with 20 strength on it main hand and then Scout's Blade off hand with 15 agility or 15 strength depending on if you think you have enough AP or not. If you decide you don't have enough AP you can either go with 15 str off hand or a Nethercobra Leg Armor (50 ap 12 crit rating, cobrahide leg armor is 40 ap 12 crit crating if you're on a budget). With the cobrahide you get the crit and ap for a 300-400 health loss. But if you go with clefthide/nethercleft leg armor you get 10 agi too. I'd end up going with 15 str off hand since I'd get health and crit on leg armor.
I'm hoping you aren't on a budget so that you can get a dps set for when you have a healer and then a solo set that gives about 2500 health that you can use without a healer or as an FC. I'll assume you don't have a budget and post a gear list for both.
DPS:
Helm: Tusken Helm - 12 str 12 agi
Slayer's Skullcap - 9 str 3 agi 7 stam (best all-around helm, only get it if you're under my suggested 1.8k health for dps gear.) Get 8 str or 8 agi to one of these via Libram of Voracity depending on your ap/crit
Neck: River Pride Choker - 4 str 9 stam
Scout's/Sentinel's Medallion - 8 agi 5 stam
Another AP/Crit call
Shoulders: Watchman Pauldrons - 3 str 4 agi 11 stam
There are some 8 str 8 stam shoulders from a quest that i think are alliance only. But I don't recommend those anyhow seeing as it's a 10 ap gain over 1% crit and 30 health.
Cloak: Tigerstrike Mantle - 8 agi 7 stam with 3 agi on it.
Parachute Cloak - 8 agi and you can put 12 agi on it. Requires 225 engineering. Stam call on that
Chest: Raptor Hunter Tunic - 4 str 3 agi 16 stam with 150 health
Shining Silver Breastplate - 14 str 6 stam with 4 stats or 100 health depending on your health situation.
Don't get 6 stats on the Raptor Hunter Tunic because you'll need 150 health for you stam gear.
Bracers:
Alliance Only: War Rider Bracers - 3 agi 8 stam with 12 stam or 12 str (not 24 ap because kings doesnt affect it)
Other choices: Pugilist Bracers - 8 str 3 stam with 9 stam or 7 str unless there is a 9 str, can't remember
Yorgen Bracers - 6 str 3 agi 3 stam with 9 stam or 7/9 str
Gloves: Razzeric's Racing Grips - 8 agi 9 stam with 15 str/15
Algae Fists: 10 str 4 stam with 15 agi
Belt: Defiler's/Highlander's Girdle - 12 str 5 stam
Legs: 9/9 Bear pants with clefthide/nethercleft leg armor or cobrahide/nethercobra leg armor
Feet: Defiler's/Highlander's Mail Greaves - 6 stam 6 agi 6 str and runspeed with 7 stam or 7 agi
Rings: lvl 28 and 18 WSG rings
Thunderbrow Ring - 8 str 3 agi
Another stam situation
Trinkets: Insignia of the Horde/Alliance
WSG Trinket (I don't suggest the AB trinket seeing as how it's like 180 dmg every 3 minutes compared to having 4 stam and 3hp5 all the time)
Weapons: You already know that I hate 2h warriors unless they're going for enrage.
Arms: Corpsemaker with 25 agi. Those points arent in impale aren't going to do you any good if you don't crit.
Fury: 2h: Corpsemaker with crusader, you'll crit enough w/o the 25 agi. 200 ap + enrage = hawt.
Fury DW:
Alliance: Protector's Sword - 7 str 3 stam 75 top end at 2.7 speed. Put crusader on that. Crescent of Forlorn Spirits - 8 crit rating, 48 top end at 1.6 speed. Put that in your off hand and put 20 strength on it.
Horde: Winstorm Hammer - 6 str 6 stam with 65 top end at 2.1 speed. Get 20 str on it. Scout's Blade - 7 agi 3 stam with 15 str or 15 agi depending on crit/ap needs
Ranged Weapon: Alliance: Thick Bronze Darts - 2 str
Horde: Throat Piercers - 2 agi
Or Thick Bronze Darts
Alliance can get Throat Piercers but they have to find somebody to put them in the neutral AH for them.
Both alliance and horde can get Naga Hearthpiercer. This bow drops from Lady Sarevess in BFD. It adds 5 agi. I reccomnd getting the thrown weapons because thrown weapons have a cast time of .5 seconds. bows/guns have a cast time of 1.5 seconds. that extra second can be the difference between a hunter getting out of range to daze him with cheetah if you want to play that way to stop him, which i don't recommend, LOS until he leaves is a win in my book. You may also need to do it in case you're in combat and he's the FC and you're the only one that can slow him. Then there's the bandage breaking need for speed (I didnt mean to do that).
And there is you DPS gear. Now for the talents.
Fury (2h and DW)
5 points in cruelty
5 points in booming voice
3 points in blood craze
1 point in piercing howl
1 point in commanding presence
5 points in enrage
you may feel like switching points in blood craze to commanding presence. Keep in mind that the battle shout for 29 is around 90 AP. you could get another up to20% from it and only gain around 20 extra ap. Since you'll be wearing DPS gear most of the time, you'll have plenty of AP so that 20 ap (1.43 top end) doesn't make a large difference. If you're not with a healer, blood craze is really nice to have. you'll have a little over 1.8k health so you'll get around 60 health back after 6 seconds.
Arms (get crusader isntead of 25 agi and i'll kill you):
Arms tree:
3 points in imp heroic strike
2 points in deflection
2 points in imp charge
3 points in iron will
2 points in imp overpower
3 points in deep wounds
2 points in impale
Fury tree:
3 points in cruelty
25 agi will give more than enough crit to make up for what you lost by not getting 2 more points in cruelty. Plus impale is hawt.
My next post will include the survivability gear.
edit: didn't see the part where you said windstorm was too fast.
who cares about the speed? it's got insanely high top end for that speed. compared to the weapon i suggested for alliance, you have 10 less top end but attack .6 seconds faster. your dps output is hugely increased.

Survivability Gear:
(too lazy to post stats for everything again)
Helm: Frostreaver Crown with 100 hp libram (libram of constitution)
Neck: River Pride Choker
Shoulders: Watchman Pauldrons (don't worry about armor, it's not that big a difference at this level. plus you'll be up against more casters which you need more health to kill and nothing to do with armor)
Cape: Tigerstrike Mantle with 3 agi
Chest: Raptor Hunter tunic with 150 health
Bracers: Alliance: War Rider Bracers with 12 stam (if you put 12 str on them get Jimmied Handcuffs with 9 stam)
Horde: Jimmied Handcuffs if you feel like doing insane amounts of stocks runs to get the rare to spawn while trying not to die thousands of times while trying to get to the instance. Other choice is some level 26-29 bracers of stamina with 9 stam. You might just stick with Yorgen Bracers with 9 stam.
Gloves: Razzeric's Racing grips with 15 str
Belt: AB Belt
Legs: 14 stam or 9/9 bear pants with clefthide/nethercleft leg armor
Feet: AB boots with 7 stam. I think the boots are unique-equipped so you can get two pairs, one with 7 stam and another with 7 agi. If not just put 7 stam on one pair and live w/o 1% crit
Rings: WSG Rings
Trinkets: WSG Trinket and Insignia of the Horde/Alliance
Weapons: You can just use your dps weapons. Other choice is to get a Marbled Buckler (5 of each stat) with 18 stam on it. Horde should use their windstorm hammer main hand and alliance should use their WSG sword.

19 WSG ring, can get a 29 one easily enough. - Have run SM 16 times and counting for deadman's hand.
Can run him thru the raptor tunic and razzeric glove quests in a level or 2.
Bid 50g on Riverpride Choker but someone outbid me after I went to bed :(
Thick bronze darts
Will probably use one of the engineering trinkets (netomatic or deathray), and parachute cloak too.
I have some 9/9 mail monkey legs with stam patch, will also get some 9/9 bear ones with Ap patch if they ever show up on AH.
Have a 5/5 bear belt til I can start doing AB to get that.
Gloves: Have wolfclaw, brawler's (neither soulbound, dropped while farming other items) and dog trainers from SM. Will see how much xp i end up with before doing razzeric quest.
Sorry it's not in order, was just the order I remembered it in. Hadn't really decided on spec, though I like piercing howl so far, and my point or 2 that I have so far in enrage seems nice. Could imagine impale being nasty though, that's why im aiming for alternative pieces of gear :)

Ah, forgot about wolfclaw because they never show up on my server. I'd grab those over algae fists and put 15 agi on them, unless you're really urning for 8 ap over ~1% crit.

So i'm alliance and I plan on going DW fury. Wondering would mongoose not be worth it on my crescent of forlorn? I'm pretty sure I could scare some horde with the holy $^#@ factor alone lol

20 str is better than mongoose for a warrior unless the warrior has way more AP than he should. at 70 it's different but i won't get into that. seeing has how it's a proc to get what? 8% more crit? not exactly worth giving up 40 ap.
8-10% crit at 29 isn't nearly worth it. the difference between a non crit and crit is only about 200 as a 29 warrior. losing 200 dmg from not critting is a very minor thing if you're fury. In a 29 fury warrior's dps gear, he should have around 20% crit. Alliance get 18-20 crit rating which converts nicely to around 3.5-4% crit chance, about 1-1.5% more than horde. that's a nice buff for you so you don't need to worry about getting your 8-10% extra crit chance.
