Macro in question is a stance/form that switched abilities depending on what stance/form you are in, but with the paladin seals.
I tried the form/stance way and it doesn't work as seals aren't counted as stance/forms, so I'm wondering does anyone have a way to get this to work or will i just have to stick with modifier macro's?

As far as I know, paladin seals are not considered stances, and thus you can't macro off of them.

You can make a macro that will change your seal, as to how you would make it contingent on the situation, make the macro a two (or three)-push button.
1) Name the macro
2) Select your icon for your macro
3) Use macro form:
/cast (seal a)
/cast (seal b)
/cast (seal c)
Obviously you put whichever seal into the seal a/b/c, omitting the parentheses.
The macro should switch your seal one time for each button push.

That's not what he's looking for.
He's looking for a macro that casts something if say Seal of Command is active, and something else if Seal of Insight is active.
In other words, similar to the macro for warriors that does charge, intervene, or intercept depending on what stance they are in.
Ie: /cast Charge; Intervene; Intercept
The problem is seals do not count as stances, so you can't make a macro like that for paladins.
