The Yuangol play a large part in the levelling experience in MoP. They are basically Tauren with slightly longer hair and a more relaxed attitude towards walking around naked in public.
The taunka in NR reunited with their cousins the Tauren after some diplomacy and joined the Horde, why havent the Horde made any diplomatic efforts to befriend the Yuangol? Its quite obvious visually that they are related, the horde would notice, and so would the Yuangol.
Well, most Tauren npcs are way down south in Krasarang, but the Horde leadership General Nazgrim, (who was formerly Legionaire in cataclysm - that was fast advancement!) dont seem very smart, or diplomatic, neither does his sidekicks. (a Goblin engineer, a sharpshooter, a undead rogue, and Riku the pervert Hozen) but they managed to befriend and recruit both the Forest Hozen and several pandaren in Kun-lai....so why not even bother trying?
The Yuangol, or parts of the Yuangol would make a great addition to the Horde. They are strong warriors, great shamans and builds marvellous warmachines.

They likely could, but the yaungol, at least at this point, seem to be too enraged by the loss of their home and two stubborn and aggressive to want to make friends. Their culture is moreso revolving around physical strength than any culture to date, so diplomacy wont work unless it's some form of ritual combat, I think.
But, like I said; at the moment that's out of the question.

And that's precisely why they won't join the Horde; the Yuangol are the anti-Tauren. They do things that the Tauren would never do, such as drill for oil and the like; they don't live with nature they force it to their way of life.

Don't forget the conflicts Yaungol has with the mantids and Shado-Pan.
