What is the file it is trying to get you to download? I have never heard of that happening before.
Deleting your addon folder will just cause a fresh one to be created with no third party addons in it the next time you start the game - you would never need to download something from battle.net for that.
There was a patch yesterday, though that would be downloaded through the client, and you also said it was a few days ago.
Are you 100% certain you are going to the official battle.net website?

Ok, it sounds like your browser is interpreting the language designation part of the page address as a file. Ex. the address I go to to access my battle.net account is "
http://us.battle.net/en/"
Do you have another internet browser you could use to try the pages? (Chrome, Firefox and Safari are free to download)
Also, try clearing the cache on your browser. (If you don't know how, tell us which browser you're using and someone can walk you through it.
Type in
www.battle.net
and see what page you get, or if you get the same error.
What Internet Service Provider do you use? What zone (US, EU, etc) do you play in?
