Thinking about resubbing to WoW, worth it?

So, I in no way think I'm in a unique situation here, but here it goes. I quit WoW awhile ago, early cata really. I used a scroll to try it again but it was missing one important thing - A guild, My guild quit awhile ago, some parted to different guilds ect. Recently I've started to miss WoW, and I'm thinking of going back but the problem is my guild still isn't there, I've tried looking for a new one but my server(draka) is a wasteland.
That said, I'm looking for a new server to reroll on(have 3 85s and an 80, not paying 100 bucks to play again), but I have no idea how to look for a new server, so I come here for advice.
I don't think I'm asking too much, just a fairly friendly PVE server with a decent amount of casual raiding guilds. Now, when I say casual I don't mean 'derpaderp stuck on the first boss in a raid for a month' casual, I mean not a bleeding edge, super hardcore, D bag type of casual..I've always been a player who could be laid back, have fun, but still progress and thats the kind of guild I want.
So, I'm hoping you guys can help me out with this..

I had a similar problem a few weeks ago wherein I couldn't decide on a new server to call home as my previous server had become "less then I wanted." I was looking for a specific set of traits for my new server and cross referenced information from several different sites to help me. I used Wowiki to find out where servers were located geographically and which time zone they were in, WoWcensus to find out what the population distribution was like there, at least a rough sketch of it, those were the only things I was really concerned with, as I don't raid much. at all. However, if you google "top raiding WoW" I'm sure you'll find a server ranking for things like world firsts and other raiding achievments, so that might help.

It does help, however 'top raiding' doesn't help, I want to progress, yes. But I have no interest in world firsts or anything like that.

Well, I went to check wow census and it seems no ones uploaded anything at all..I want to check dentarg, but at the same time I don't want to resub for a maybe..I could always make a trial account character there, I suppose.

I'd like to add to the previous comments that the change happening to the whole talent system might also refresh some experience or gameplay in some way or another when raiding.
Although I haven't beta access, so I can't say really if such changes have a major impact or just a minor impact on gameplay as a whole. But the new talent system could also be a incentive to see if the game 'feels' better besides the population aspect of wow. But like I said this whole talent thing could be a just a minor issue/interest in resubbing.
For other aspects like server population I do agree with Entropyutd and other people that have mentioned the approach of finding out nice servers/people/guilds.

Is there any way around the SoR? that is, I already used one around mid-cata, but they changed it to 1 per account, ever. Anyone know if they'll be changing that, or if theres a way around it, anything I could do at all?
