Soul WardingGeneral cooldown, says right in the tooltip. The base cooldown of PW:S is 3 seconds, so 2/2 Soul Warding reduces it to 1 second. While it still
technically has a cooldown, it
effectively doesn't because you can't lower the GCD to less than 1.0 second anyway.

Don't focus on Soul Warding for the effect it has on PW:S, look for the effect it has on what it does to your other spells. This is my opinion on SW:
SW exists to give Borrowed Time quicker, and to give a buffer for healing tanks or AoE Spam during 'those' phases. I don't treat PW:S as a heal, but more of a utility spell that prevents damage and has other effects, eg talents like SoS. Don't look at PW:S, but for the talents.
I only take 1/2 for Soul Warding. This forces me to use Borrowed Time to boost GHs, PoH, and (the only time you should cast it as disc) to throw Renew on people that I know will get the full benefit of the HoT. Renew receives the Haste boost, but does not consume the BT itself. I just don't see a valid enough reason to not take this talent, but the exact same argument is true in that there is also not a valid enough reason TOO take this talent itself. I find alternating between PW:S and GH or PoH when required to make a significantly larger difference for keeping people alive than wasting 14% haste and just throwing shields out.
I am not currently playing WoW, more important things to do, but if I remember correctly my GH and PoH, with BT, were down to a 1 second cast time. That is a significant boost to healing, especially when you add in Archangel if running Atonement.
I focus on maintaining:
1. 3x Grace on my tank
2. keeping Penance on CD
3. Rapture procs (one GH on tank outside of AoE spam phases should be enough if you don't cast heal)
I use
TellMeWhen, and
Ingela'sRapture. I say any serious disc priest not using Ingela's (or another addon purely built for rapture procs) is flat out wrong. I started using TellMeWhen to find a way to monitor Shadow Infusion stacks for my DK, and it . . . quickly . . . became, in my opinion, almost mandatory to use for any serious play time. Less focusing on small mechanics means more focusing on bigger mechanics. Never get dependent on an addon to monitor something for you but TellMeWhen, when configured to streamline information, is just too good to not be using.
I have a completely separate bar for PW:S that is purely dedicated to Borrowed Time and the mechanics around it on my focus target, which is always my tank regardless if I am raid or tank healing.
The rest of the time I spend either casting
smite,
heal (depending on which spec I am using).
My spec with Atonement
My spec without Atonement I like Surge of Light, sue me.
