Yes, full of it.
You did right, the best way is to check the database, and point people stating or believing things like that here.
Unless it is an extremely new change, it should be mentioned either by the automatically collected data (e.g. map, "dropped by" tab etc.) or in the comments.
You can also google it to be absolutely sure:
https://www.google.com/search?as_q=loque%20%22booty%20bay%22
first result and only one to have both terms in context is this very thread ;)
However, that's not the only stupid thing ill-meaning people will tell others in the game (or elsewhere) so knowledge of that specific piece of information might not help, but teaching others the method above might.
We can only hope to educate people to confirm things first, especially if the person that said it is a total stranger. This holds true not just for WoW.

Old versions of NPC scan would go off, if a hunter who had tamed the pet, came into the area.

Does the new NPC scan not do that? I never used it before because I thought it was a pain to keep clearing out the cache. But if the new one is fixed, I might start hunting rare spawns again.

I'm using SilverDragon, but I guess NPC Scan is similar in the behavior in that it only "goes off" in the very zone the rare is registered in, and adjacent zones (in case you can "see" them from the neighbor zone - Putridus could be targetted from Dalaran on most of his path :P)

Awesome- thanks. I may download this and start cruising for camel figurines :)

Well when targetting specific rares it's always best to clear your cache anyway :P (for tameables, do so after leaving the capital cities)

NPC_Scan no longer actually "goes off" if the beast is in the wrong zone - a message will show up in your chat frame letting you know the beast was spotted, but the addon notes it is not in the right area and therefore likely a tamed pet. The incidence isn't added to the cache, so no need to clear it.

Of course, a hunter could be trolling Sholazar Basin with Loque out, too.
*ponders rolling a hunter just for that*
Sadly I've seen people doing this with every conceivable rare pet.

Esp. since even if it removed the NPC from the cache, the client would attempt to load that NPC's/hunter pet's data into the cache the next time the server mentions something about that pet.
