With resil, Lightning Bolt doesn't hit all that hard so I usually use an ele priority when it comes to providing pressure as resto; this means that Lava Burst with Flame Shock up are my favorite. Not only does it do more damage, it is faster and if you get interrupted, it doesn't lock out your heals as well. In short, I put those points somewhere else.
You can't forget about your shocks with the hit and spell pen because sometimes Frost Shock is just enough for someone to get away or to get some more damage on someone. You will need 195 spell pen to negate almost all resistance buffs; you can get that from either the pvp necklace or cloak. For the rest of your gear, just stack mastery since it is one of the main reasons why resto is so good in pvp; they bring people from the brink with a single heal thanks to stacked mastery.
As for an actual build I use my own
creation that works well. You can easily google a more generic build for what you need. Nature's Swiftness is mandatory due to our lack of cds in general and an instant Greater Healing Wave can bring someone from the brink back to near full health. I'd like to think of Totemic Focus as mandatory because the increased duration affects your Mana Tide. Nature's Blessing is recommended since it helps to counter burst just by having Earth Shield on the target. Ancestral Swiftness is mandatory because Ghost Wolf is really your main escape from melee, otherwise, you would just be hobbling around.
Your glyphs were a little wonky. Glyph of Earth Shield helps that burst mitigation all the more by giving more passive healing. I still use Glyph of Riptide because I don't people dispelling it enough to warrant giving it up for Glyph of Earthliving, but both are good glyphs in general. Glyph of Healing Wave is terrible because Healing Wave is used little to not at all in pvp; it is best to just used a Greater Healing Wave if they take more damage, otherwise, just throw up a Riptide and let your passive healing take care of them. Glyph of Grounding also isn't very good because you need the shorter cd or Grounding to mitigate more damage. Glyph of Stoneclaw is mandatory because a 16k shield is amazing for such a short cd. Glyph of Ghost Wolf I took just to close gaps and get away that much easier.
That should be enough in a general sense for you. Just remember that resto shaman is offensive and that means you need to Wind Shear casts, Hex healers, and use shocks liberally.
