The calculations I've seen seem to indicate that they are equal but different.
Gurth has a higher min-max range due to RNG, so has the higher cealing when RNG is good, but a lower floor when RNG is bad.
Slicer has a higher floor, but also a lower ceiling - on average they should be about equal (is what I took away from the math), but which one is best depend son if you need good rng to do a kill or not - if you are more concerned with consistency, then its the slicer, if you are more concerned with getting it up there on the good rng, then its gurth.

If your melee are not using Gurth then it opens up more options, like the raid standing closer to the crystals at Ultraxion.

At a boss like Spine you need to know you are going to have the damage during the tendon burn. If the tentacle from Gurth'talak either does not spawn, or does not target the right mob (maybe an Amalgamation or blood nearby) it is purely and simply a stick with strength on it. Slicer has the guaranteed benefit of crit rating and nearly 2 mastery, on top of the marginally higher strength and weapon damage.

I'd personally take the a slightly lower dps for a more consistent and reliable dps.

And just to add in my own 2 cents, I agree with Deadi and (from how I understand the post) Fetzie, and would take the H slicer (if I actually had a ret offspec any longer, just switched to holy a week ago) - its the same reason that we go for hit cap up untill the last .02% - because we want to be reliably outputting the damage, and not miss a slightly harder attack.
Consistency > fluctuation, especially while progressing or having short to medium length windows to do something in - the fluctuation can be fun on older or relaxing farm bosses to see if rng can be good to us and maybe get a parse.

this
since i switched to hc slicer, my dps went higher (that extra mastery counts very much also)
