Well I'm not sure since we have no idea what spec you are. You didn't say what type of play you are looking at either though from the spell pen I'm going to assume pvp.

There isn't such a thing as a "cap" for spell pen, that should be self-evident if you know how the stat works. The haste cap for casters is where the global cooldown gets to 1.0 seconds.

A cap is an enforced limit where something stops working. Spell pen isn't capped at 195 (standard resistance buffs) or 240 (standard resistance buffs with mage armor) because that's the most resistance people usually have, there's just no point getting more as long as they don't. If you have 500 spell pen you'd still be
able
to counteract up to 500 spell resistance even if you're never going to come across anything that has that much.
The amount of resistance spell pen can reduce a target
to
is capped at 0 so if you're going to call anything the cap for spell pen you should say it's 0, not 195 or 240. You could call 195 or 240 soft caps I guess, since that's what is usually used to refer to stat plateaus where a specific stat stops being effective (in stat weights it's usually referring to haste where a certain amount of rating gives you extra ticks on HoT / DoT spells), but it still wouldn't really be accurate taking into account how the stat works.
I remember one MLG 3v3 tournament where a mage I think it was (could've been Orangemarmalade) went and picked up shadow resistance gear / enchants before the semifinals when they knew they were gonna meet either an RLS or a shadowcleave as I recall. It was unexpected but not technically against any rules, would you still call 240 a cap on spell pen when someone is sitting on 300?
