As soon as they can. It was rather difficult for them to figure out how to send heirlooms across factions due to the relatively archaic mail system they have in-place. Server to server would be even more challenging. Remember that WoW is extremely old (by Internet standards) and uses an engine that would otherwise have long-since retired. Teaching the old dog new tricks can be complicated.
In this case nearly impossible. Will likely need to be killed and replaced. :P

See i have actually thought of a much better way that they could do this and i believe it would be a much easier answer than the mail system.
1) You have the justice/honor/whatever to buy a piece of heirloom gear.
2) There is a vendor in the major cities where they sell the heirloom gear.
both of these conditions have already been met.
3) When you buy a piece of heirloom gear from a vendor instead of giving you the piece of gear, it instead unlocks said piece for your battle.net account.
4) When any heirloom vendor is approached by any of your toons from any server you are allowed to be given said piece for free since you already unlocked it.
Pros of this idea:
!) This i believe would be a very easy thing to do for Blizzard. Just as easy in fact as the account wide mounts or pets you get from doing things like the annual pass or getting an authenticator.
2) This would allow anyone to get heirlooms for any new toon with much less hassle of trying to find the right heirlooms on their toons, mailing it over, being unable to do it on a new server because they don't have 25$ to transfer etc.
3) This would also make it easier for those people that like to level 2 or 3 toons at the same time without the hassle of either buying multiple sets or having to mail them around anytime you want to level. wasting half an hour in itself.
Cons:
Frankly i can't even think of any other than Blizzard doesn't get the 25$ or whatever from people transferring their toons around so they can level a bit faster.
Like i said, it would be a pretty simple thing for Blizzard to do. If you can think of any more pros or cons, please tell me.

I gotta agree with both ideas, tho I think maybe account bound maybe a better choice like said post, once a piece of heirloom gear is purchased that all toons have it sent to them. either way tho I still like both ideas

server bound is the correct word for current heirlooms.
Not really, because if you transfer a toon with heirlooms from one server to another they keep them. Server bound would imply that it is only for that one server, which they aren't.

They haven't implemented the system to mail things across servers yet. That is going to be a long and tedious process. But as it stands, they can still be transferred to different servers by transferring a toon with them on it. Thus they aren't server bound.

What would make it nice if there was a way to use our accumlated points cross realm, and only have them available for BOAs.

They could have also set it like they do for certain pets/mounts where every toon gets it in the mail upon creation. They could have done this with heirloom gear years ago. It seems like they'd rather try and get a transfer fee out of people than do the right thing.
Yeah, because they originally built the mail system about 4 years before heirlooms existed.. when they built that mail system, their number 1 priority was to increase the number of people who paid for server transfers.. which also did not exist yet.
wow is a very complex game.. there are probably a ton of technical things that prevent them from doign what they want ( like expanding our backpack).
It is just stupid to say they aren´t doing cross-realm heirlooms because they want people to transfer characters. If all they were concerned about was money.. they could just never have done heirlooms at all and instead sell exp pots like most games do.

I’m afraid the others in this thread are correct, and what has been changed now is that players are able to send Heirloom items between same-realm characters on accounts attached to the same Battle.net account.
Unfortunately we still don’t have a cross-realm mail system in place, so sending Heirloom items (or indeed any others) in this way currently remains impossible, but it’s something we’d like to try and implement in the future so fingers crossed all round. :)

We also spoke to GC about this again yesterday (we ping him about it a lot). He made it clear that there are no design issues or qualms about allowing this functionality. Instead, it's an issue of programmer bandwidth. Because of the way WoW was originally structured around accounts, followed by the introduction of Battle.net accounts, there's a technical limitation to allowing cross-realm BoAs which has to be overcome by our Battle.net team, not the WoW development team. At the moment that team is incredibly busy building out the Battle.net platform to expand its functionality for World of Warcraft and StarCraft II, and get Diablo III going.
We're adamant about making this happen. Unfortunately, I can't really give you a timeline and I know it's already felt too long.

So, after making a trip to the doctor and having some blood stolen, I stopped by Ghostcrawler's office to discuss this and other topics with him. We talked about some of the feedback in this thread, as well as the developers' latest thoughts on BoA and heirloom items.
Rather than potentially having my statements in this thread come back to bite me at some point in the future, I'm going to risk being confusing or sounding dumb. :p
In short, they agree that the process of mailing heirlooms around constantly is a little annoying. We'd prefer to try and work ourselves away from the method of mailing out BoA items in the future, like pets, mounts, etc. To that end, we have some design goals in mind that would improve this sort of item distribution system. And with those design goals have come some ideas for changing heirloom mechanics. This is sort of contrary to the idea I stated in this thread about just designing the system to allow players to mail their heirlooms all around their accounts without realm restrictions.
That's all of the information I can share at the moment, but I feel like it's worth pointing out that the design philosophy I stated earlier isn't so set in stone -- we're reevaluating these types of systems as we look toward the future. I apologize if I've caused any confusion.
