I'm not sure if there's a fine line where Suramar crosses into Zin-Azshari, but I know they share the Temple District, which is near the Well, so that's probably-ish where my new pair is.

There's not a lot you can screw up. :P I'm pretty much sure that nothing has really been elaborated on the cities except that the Palace and the Temple are shared between the two and are close to the Well. I'm just sort of guessing by saying that the higher-ups live closer to the Well and everyone else is as far back as you can get.
