2 purified dreadstones go into your 2 blue sockets with the best bonus to activate your meta (Chaotic Skyflare).
Other blue sockets *may* get a purified dreadstone if the socket bonus is +7 SP per socket, otherwise they get Runed Cardinal.
Yellow sockets get a Reckless Ametrine if the socket bonus is +5 SP per socket, otherwise they get Runed Cardinal.
Every other socket gets runed cardinal.
Merlin's Robe has a socket bonus of +9 SP for 1 blue (needs +7) and 1 yellow (needs +5). Therefore it gets 3 runed cardinals. Ditto Leggings of Woven Death.
No need for complicated math. You shouldn't be using SotM in the 1st place anyway.
Edit : your best pre-raid items for neck/cloak slots are the Wrathful ____ of Subjugation. The sheer amount of SP and Haste on those far outweigh the stats lost on resilience. As a bonus, they are ilvl 264 and therefore make nice GS padding (another PvP item you can use is the Bracers if you don't have Bejeweled. Do not use the ring. Belts/boots may be used if you have the rating and nothing else to wear but I don't recommend them. The Wrathful on-set pieces however are horribly itemized and should never be used for PvE).
If you can't get in an ICC pug, then get in a ToC pug and prove yourself there. Raid leaders will be more inclined to turn a blind eye to low GS for people who have proven that they belong in a raid.

You should get Bracer of Worn Molars... I believe from H HoR, first boss.
Also, you need about 70 hit rating from something. I believe Merlin's Robe can get you that.
