I anticipated losing, so I thought the only way to "rig" it was to point out his low DPS to the RL. I didn't whine or moan or plead. I simply pointed it out, then linked him recount. RL did the rest.

No, but you did ask us if it was right or not. And no, I wouldn't forgive you (even if my forgiveness meant anything).
Granted that I agree, at level 80 with around 4k GS he should be pushing far more DPS than he was, at the same time, you lost the roll, and then connived to get what you wanted anyway. The raid leader was in the wrong for following your suggestion, but that doesn't excuse your obvious selfishness in making the suggestion in the first place.
This yet again illustrates why I try to avoid pugs whenever possible, because despite the fact that I can easily carry my weight (as a healer or RDPS), people still pull stuff like this.

Loot gods dont exist. It took me 14 weeks to get Whispering Fang skull..........and after running VoA every week since the addition of Toravon, I still havent even seen the warrior prot legs drop.
Well maybe if you acknowledged their presence instead of the blasphemy you just spewed, they would give you good luck instead of hanging you out to dry for 14 weeks. :)

And, your RL was dumb. A roll is a roll. If there were no min DPS requirements for loot, everyone gets an equal chance at loot. I don't blame you for asking the RL, because it would annoy me too, but the RL actually giving you the loot is low.

Um, did you check his hear? Perhaps the reason he didn't do so well was because he had bad gear?

So he was 4k GS attempting a T10 boss. Honestly, he shouldn't have even been in the raid. He's not geared for the content level that Toravon is. Now that I know the background a bit better I can retract some previous statements. I was under the assumption that he was there because he was geared to be there and just didn't put out any effort.
It's obvious that he needed the upgrade more than you did. However, you didn't do anything wrong in pointing out his low dps. The Raid Leader was the one who gave the drop to you. You didn't ask for it. You may have suggested that you "deserve" it more, but it's not like you said "Hey, this guy sucks gimme dat lewt!" While it's not necessarily right, it's not entirely wrong either. It was the Raid Leader's choice to even acknowledge you.
I've had people point out the performance of others to me in my raids, and that dictates whether or not I invite them to another raid. I always look at Recount at the end of the fight. Who damaged what, who healed who, who were the dispellers, and activity.
If Recount's various features (not DPS and HPS) show that someone isn't doing what they should be doing, then I'm going to consider kicking them or denying loot for that boss. I give people the benefit of the doubt, sort of, and allow them to do better on the next fight (if it's something longer than VoA). If they still don't do what they're supposed to then they're getting kicked no questions asked.
Like if someone with Bile doesn't run to Toxin to Beasts and gets half the raid killed, okay. That's bad. We explained the fight, and you didn't do your part so you're not getting anything from that boss. Same guy on Jarraxxus doesn't dps adds. Again, he's not doing his part. This time he's out. I can't count on this player to CC on Champs, switch colors right on Twins, or shoot down / run spikes to ice on Anub.

your raid group can sometimes be defined by it's weakest player, best to get everyone evened out in loot distribution to keep everyone happy or at least improve the chances of raid success.
My server needs to learn this. I've left many a DKP guild because there were too many people lagging behind. I usually took them with me. I can't stand DKP in general. I was leading a guild a while ago during ToC (we broke up due to RL issues) and we did this. Nice even group as opposed to one good tank, three good dps, and two good healers. Don't even get me started on GDKP...

This whole thread has been completely DPS-focused.
For those who are trotting out the line of : "Make a contribution or miss out on loot" - how would you judge this if the player in question was a healer or a tank? You think that they don't compete for drops? Or are you gonna start linking the
Healing Done
tabs of the meters, and demanding the RL hand all that gear to you as well?
The greedy self-entitlement among WoW players is disgusting. You even see people referring to potential drops as "
my
wrists" or "
my
trinket", before the boss encounter has even started.
Bottom line : the OP and her RL were out-of-order. Everyone who is there and contributing to the kill deserves an equal shot at the rewards. End of.

Tank. Pretty simple: Follow the mechanics of the fight. Like taunting at X stacks of a debuff, interrupting casts, using cooldowns when heavy unavoidable damage is incoming.
Healers. More complicated. First thing to look at is activity. Then dispells (if the fight requires them). Then look at healing meter. Pallies and Disc Priests should have tanks as their top 2 healed. Raid healers should have the most healing done (especially in 25) since they can heal more than two people at once. If a raid healer is 10% of the healing done then you know something's up with that player.
