No offence but this is seriously a dumb question :P
If you're using BoA items, you should already know that heirloom items are, (I'll just take quote from wowwiki
as I can't think of a better way to put it myself),
Heirlooms are useful as they automatically take on the attributes of a blue quality item of the level of its wearer. At level 80, heirlooms are approximately equivalent to an item level 187 rare item
There are some cases where items you can acquire while lvl can be better. Warrior for example, Whirlwind Axe
from warrior quest is better than Bloodied Arcanite Reaper
from lvl 30-35. But that's because you can get the quest at lvl 30, you'll need higher lvl friend to help you get through with the quest. Once the warrior hits lvl 36 again the heirloom weapon becomes better.
That said, any low lvl epic items are better than heirloom items at that specific lvl, that also applies to most blues, but just by one lvl.
Stick with heirloom items until 80 and replace them once you get ilvl 200 items.
...If you're just questing, the greens you get from rewards will suffice for quests...
You have no idea how much +20% exp will help you out in the long run while lvling.
