I am leveling as tank through LFD and got mangle. Should I finish fill in in the feral tree or start towards omen of clarity and then back to feral?

When you're leveling, it doesn't really matter. Things die so quick, and they hit for little compared to mobs at max level. Personally, I went for Omen of Clarity at the point where you are at, because it makes managing resources easier, which makes leveling less of a headache.
