So I've been running with Armor Penetration for about since it was implemented as gems. First in Ulduar for the softcap, and now in ICC aiming for the hard cap. In my opinion the stat is really boring.
I played around with gems in my current gear setup, and noticed that if I replace all of my ArPen gems to Agility, that will get me at 734 ArPen, one point under soft cap with Mjolnir which I have. With ArPen gems I have 84,17% ArPen.
Profile with new gems
My gear at the moment is the same as in the profile, except for the gems. I also use a WFS instead of Mjolnir.
A few questions to discuss.
Is there anyone who have experience with gemming Agility in 3.3, and can tell me how it is?
How is the DPS compared to full ArPen? I don't mind a few hundred DPS, but if it's at the level of like 1000 DPS I might have to stay with it.
Of course you can discuss anything on the subject, the questions are just something I would like to have answered if possible.
P.S Comments like "Gem ArPen lolz" are not needed, thanks. I don't play in a hardcore guild and don't need to min/max.
If I made myself unclear, please ask.
I personally plan on staying at the soft cap and filling out the rest of my gear with agil.
I'm also using Grim Toll because the proc is lower armor pen and I can use more gear without hit rating on it.

Working great so far (which is Anub'Rekhan weekly and test dummy). Of course I'll have to wait until Saurfang and Festergut to compare it for real, but I like the results so far. Only problem is going over white crit cap with procs even completely unbuffed, but I can live with that.

A few weeks ago, I had almost the same setup as yours (soft cap+NES+ agi gemming) and I switched my gear and aimed for hardcap. I was at about 1150 arpen and with that I barely notice a difference on Recount.
From my previous experiences, I think that your setup (agi gemming+ mjolnir) is ok and you can stick with it until you get about 1200 passive arpen. You will do almost the same DPS.
But,if you can have more than 1200 passive arpen, that's the way to go, no doubt about that. Now, I'm at 1400 and it's very effective.
My tips: aim for passive arpen hard cap, but don't bother too much about it until you can have 1200.
Di4tribe: I had 1200, then today switched to agi+softcap. I don't see the difference so far, and agility is more fun for some reason. I don't really care for those few hundred dps the difference might be.
I was aiming for the hardcap, but I've been going with ArPen for a year but it's a really boring stat and thought that I could try something new.
My DPS this week on Saurfang was 9500, compared to my former highscore of about 8500. In fact, I saw increased DPS on all fights.
I'm not saying that Agility is better than ArPen, because ArPen wins at optimal gear, but for my gear in which I can get up to about 1200 ArPen it seems like Agility + Soft Cap is the winner.
Edit: We didn't use the 5% buff, since someone turned it off.
