in light of new ressi fixes you need more burst to wtflol as mage/priest rpm, or well any of the "good old combos".
priests in pvp have always played a dps/healer hybrid. but with the new ressi fixes they need to play the dpsrole alot more.
its outlasting vs bursting.
rogues and mages arent really that wicked at outlasting after all survivability cooldowns is used up, ie you'll most likely have to go for the burst option.
ultimately it depends on your setup and playstyle.
for a slight personal touch i prefer SP over haste, but i havent played serious arena in a while, and only do it with (not so experienced) friends for fun :)

Also, once you hit 1800 arena rating and get your PvP weapons and generally anytime you hit over 1.2k+ Resilience, Survivability becomes a non-issue... While stacking more Resilience will continue to improve Survivability, once the player reaches a point where he feels Survivability isn't really a problem, he begins to give Survivability stats (Stamina, Resilience) less value and, depending on their playing style and team composition, they might want to go for more Throughput (Spell Power and Haste, but also Hit Rating and Spell Pen.) or Longevity (Intellect, Spirit and mp5) instead.
As with PvE, it's all about achieving the proper balance, only in PvE, you only care about Longevity and Throughput, while in Arenas (and PvP in general), you also care about Survivability. In any case, too much of something means not enough of something else. The exact amount of each type of stat required varies from one player to another and from one team composition to another.

Burst. It's what it's all about. And Mana Burn... The faster you burn the mana from the enemy healer, the faster you win the game. But even if you're not going to burn any mana, you generally want your spells to go off as fast as possible to prevent getting interrupted/silenced, while you also want your GCD to be as close as possible to the 1s cap, even without the BT buff. Basically, the CD on Silences and Interrupts is always the same, while you can play around with your Haste Rating to be able to fit more spells in between Interrupts/Silences. Obviously, if you face against another Disc Priest and both try to Mana Burn the other, whoever has the most Haste (or is able to do his thing with the least interference) will "win" the "race".
Besides, it's not "top contending priests gemming solely for haste", it's more "priests gemming solely for haste that become top contenders"... Those Priests didn't wait to be on top to start gemming Haste, they gemmed Haste and it brought them on top... I think it's a pretty good indication of what's better. Besides, don't look only at the gems. Look at the total stats. I personally don't gem for Haste because I have all the Haste PvP pieces I could get, therefore, my PvP set un-gemmed lacks Hit Rating and Spell Penetration, among other things. If I had picked up the Hit Rating pieces instead, then I'd be gemming Haste.

I see many disc priest stacking SP on almost every gem available
the same can be said about resto shamans and haste.
Ditto for holy pallies and int.
PVE seems to be more about stacking the single best throughput stat rather than achieving a balanced mix, since the gear provides alot of endurance on it's own.
If anything, PVP seems to have the most variaty in terms of desired usefull stats to enchant and gem for, since they consider a mix of resil, stam, SP, int, haste, etc.
Then again I don't PVP much so I may be wrong.
