I'm playing feral tank, so take this with a grain of salt, just wanted to point out things you could "easily" change to get rid of your hit/exp. You have done 10 FoS according to your armory right now, should be seeing that scorpion soon, then you can loose that hit trinket and suddenly be below the hit cap.
You can remove your Primal Precision talent when you're getting too much expertise.
Invest in
Vengeful Noose
and you will drop a lot of both hit and expertise.
Craft
Bracers of Swift Death
and you will drop even more hit.
There are more possible ways to go, these are just some gear changes that are relatively easy to do.
Someone else have to direct you to spreadsheets and more theorycrafting with cats, I'm not too good at that.

1. You're using a hit trinket. Go farm Banner of Victory instead, or the Needle-Encrusted Scorpion.
2. This, however, will leave you with too low hit. So I would suggest replacing your helmet with the one from emblems, which has hit and arpen. Or, replace the pvp gloves with T9, as far as I can see it has enough hit to get back to the cap after losing your trinket.
3. your feral set is a mix of dps items and tanking items. Not really helping imo.
4. Can you link your upgrades? When you get home or w/e so we can play around with it and figure out the best setup.

Don't. Just replace gear, don't retalent. Even more so if you're a hybrid (which you are by the looks of it)

Your boots have 22 stamina, hence why I thought you were a hybrid. Or are you waiting for new gear to re-enchant those as well?
