Retail PCs (such as HPs, Dell, and so on) typically tend to have big CPUs, crap graphics, limited power supplies and relatively high price tags (due to the big CPU).
If your intended purchase even has a connector from its power supply for a graphics card it's probably just a single six-pin connector (due to strong power supplies being expensive, and if you deliver the PC with integrated graphics - why spend money on building a stronger power supply?)
Obviously, this limits your choices for add-in graphics significantly. Of course, you'd also have to buy the extra graphics board, which increases the total price of the entire system...
I'd humbly suggest you look for a PC that already has a decent add-in board as standard. Maybe not a HP box at all. Chances are you could put together a superior system for (perhaps considerably) less money by picking components yourself.
