Glyph of Sunder + Glyph of Devastate?

I tried checking the quotes regarding Glyph of Sunder Armor and Glyph of Devastate, but can't come to a clear conclusion on how/if they stack, and how much threat is output.
-Assume, for this scenario that the Sunder Armor effect produces 200 threat, not factoring the melee damage from Devastate.
I understand that with Glyph of Devastate, you would produce 400 hidden threat on the single target. However, if you combined it with Glyph of Sunder Armor, would the second affected target get only 1 Sunder Effect (200 Threat) or would they receive two Sunder Effects and the 400 threat?

2 sunders on main target + 1 sunder on off target.
In my own opinion:
Glyph of Devastate yes, glyph of sunder armor no.
Glyph of Devastate doubles the AP contribution to devastate threat. Glyph of sunder armor does very little.
Could have found easily it if used search (google).
It would only produce 2 sunders on off target if the glyph of devastate worked on sunder armor. Since you actually have to devastate and glyph of sunder doesnt produce devastate on off target it doesnt work like this.
